User Report: PNAgent is running very slowly. Upon a successful logon, the PNAgent indicates “Refreshing Applications” prompt for an excessive amount of time. While the Refreshing Applications prompt is visible, application icons look less than desirable and not until the refresh is complete do you get to see the more refined or detailed icons.

Since the report is somewhat vague, lets first think about configuring userenv debug logging for several users in an effort to determine what may be going on with this specific scenario. Note: since this server happens to be Windows Server 2008, we will need to modify a few steps in order to successfully generate logs.
Update the following keys on the server where you want to enable useren debug logging:

The default value of UserEnvDebLevel can is “NORMAL | Logfile” but can be set to one of the following for a more verbose logging set or decreased logging. 1.) if you happen to be editing the above in a 2003 server, your logs will be in the following directory –> %WinDir%\UserMode\UserEnv.log. Otherwise, if you are using Server 2008 check the following for your logs –> %Systemroot%\Debug\UserMode\Userenv.log
